This site allows you to enter the projected pace for each mile and effectively plan a race strategy by calculating the overall average pace and also the overall time. It doesn't do the additional .1 or .2 mile for a half-marathon or marathon, but it will give you a pretty good idea of where you'll be.

I used to use pace bands for my marathon splits and I still think they're a great tool.
